Finanční pomoc studentům

Problematika nerovností v přístupu k vysokoškolskému studiu je stěžejním tématem think-tanku ISEA od jeho založení. Svědčí o tom počet publikací členů ISEA k tomuto tématu, zapojení členů ISEA do vládních i nevládních týmů připravujících návrhy reforem v této oblasti i mezinárodní ohlasy. V tomto seriálu přinášíme rozbor návrhu na zavedení nového systému finanční pomoci studentům v České republice, který vznikal v průběhu posledních čtyř let a byl postupně v různých formách předkládán k veřejné diskusi (v Bílé knize terciárního vzdělávání, v Plánu implementace finanční pomoci studentům, v návrhu věcného záměru zákona o finanční pomoci studentům, atd.). Základní parametry návrhu byly v rámci mezinárodního auditu Bílé knihy terciárního vzdělávání pozitivně hodnoceny nezávislým expertním týmem OECD. K otevření tohoto seriálu nás vede snaha po úplném a nezkresleném informování veřejnosti o návrzích, jejichž příprava byla financována z veřejných zdrojů, zčásti pak z evropských programů.

Návrh reformy finanční pomoci studentům, který v podobě Plánu implementace reformy finanční pomoci studentům dne 31.5.2010 projednala Fischerova vláda, a poslední pracovní verze návrhu věcného záměru zákona o finanční pomoci studentům, jehož hlavními spoluautory jsou zakladatelé ISEA Petr Matějů, Simona Weidnerová a externí spolupracovník ISEA Daniel Münich, vznikl pod jejich expertním vedením v rámci působení v tzv. Individuálním projektu národním (IPn) realizovaném v rámci Operačního programu Vzdělávání pro konkurenceschopnost v gesci Ministerstva školství, mládeže a tělovýchovy. Pro velký zájem studentů a medií předkládáme veřejnosti v rámci publicity a udržitelnosti ESF návrh reformy finanční pomoci studentům k nahlédnutí.

Materiály vznikly za finanční podpory Evropského sociálního fondu a státního rozpočtu České republiky.
